Load a layered (Esri/ArcGIS-exported) construction-plan PDF, align it over aerial
imagery, and export each PDF layer as an ESRI Shapefile and/or a CAD DXF in
NAD83 / Michigan South, International Feet (EPSG:2253).

Step 2 — Align overlay on map
The overlay is locked so it won't move while you pan and zoom the map.
Click Edit overlay position to drag, scale and rotate it until the
linework matches the aerial imagery and road labels, then lock it again.
If the plan came in mirrored or upside-down, use Mirror /
Flip 180° to correct it.
